The Importance of Intelligence Activities During The Period of The Protectorate of Bohemia and Moravia (1939-1945)

The research of this diploma thesis deals with the significance of the intelligence activity that was maintained on the territory of the Protectorate of Bohemia and Moravia in the period 1939-1945. One of the main goals of this work is to introduce the reader to the meaning and essence of intelligence activity at the time when it was labeled as illegal. This activity is subjected to a closer examination by the author in an effort to better outline the operation of intelligence activities during the occupation of the Czechoslovak territory. Another goal is to take into account the approaches of two great powers (Great Britain and the Soviet Union) to Czechoslovak intelligence activities, which brought valuable information during the Second World War. The last goal was complementary to understanding the distinction and fragmentation of intelligence activity on the territory of the Protectorate. It is an examination of the branches of the domestic resistance, which replaced the intelligence activity that could not be carried out by an established institution with legislative delimitation.

Status and activities of the intelligence services in the Czech Republic (legal aspects) My master's degree thesis attempts to analyse the status and activities of the intelligence services in the Czech Republic. Nowadays the importance of the intelligence services is steadily growing worldwide because of bigger threat of terrorists' attacks and worsening security situation in certain regions in the world. Czech intelligence services must adapt to this situation and that's why I started to investigate particular Czech legislation. I started to examine whether the Czech intelligence services are given necessary powers to fulfil their lawful duties, who governs and coordinates their activities, who controls them etc. All these questions are described and answered in the thesis. The thesis is composed of five chapters, each of them deals with different aspects of the status and activities of the intelligence services. Chapter one is more or less general, subsequent chapters are rather focused on Czech intelligence services. The first chapter is introductory. Pokud stát využívá zpravodajských služeb příliš a dá jim velké pravomoci, dostává se automaticky pod neustálý tlak kritiky svých občanů. Pokud naopak poskytne zpravodajským službám pravomocí málo, dosadí "slabého" ředitele nebo zavede příliš mnoho kontrolních mechanismů, jako tomu bylo v ČSFR krátce po revoluci v roce 1989, může dojít k zablokování funkčnosti těchto služeb a zvýšení zranitelnosti státu. Specifickým problémem s tím spojeným je počet služeb, kterými stát disponuje. Větší množství je sice náročnější na státní rozpočet, na druhou stranu zpravodajská činnost zasahuje do řady oblastí, které se nemusí navzájem slučovat, pokud budou přiřazeny pouze jedné službě. S velkým množstvím služeb je však na druhou stranu spojeno riziko neefektivity celého systému, nepřirozeného toku informací a jejich zamlčování či dokonce zneužívání v konkurenčním boji jednotlivých služeb. It is trying to answer how and whether or not to reform the Czech intelligence services on the basis of scholarly articles and especially interviews with current and former intelligence officials and particular politicians. It turned out that among some of the Czech intelligence services and even within those services prevails the tense atmosphere, which had been caused by various personal failings. All the cases were the individual personal excesses, not the system errors. Representatives of the services assesses the ability to detect security threats very critically. The services miss particularly tight government management as well as the independent overview of the service operations. How to improve the intelligence services work? The intelligence community must establish a common vision that will emerge from a deeper internal discussion only. It is not possible to reform the system without it.

The diploma thesis Czech mass media and Security Information Service: media perspective of the annual report of BIS focuses on the image of the annual report published by the Security Information Service (often used acronym "BIS") in selected mass media: servers Parlamentni listy, Aktualne, and daily newspaper Lidove noviny. The author is looking to answer the research question Do Czech mass media present the annual report of the BIS differently? If yes, why? The author follows the hypothesis that Czech mass media contribute a different image of BIS. The reason for these contrasting opinions lies both in the internal and external factors, such as changes in ownership structures, other relationships with the BIS, or various attributes of readers. Firstly, the author describes existing literature, theory and its application, and methodology. Concerning media theory is explained and linked to the idea of social constructivism. At the example of selected foreign information services, the author highlights the Security Information Service and mass media relationship complexity. In the empirical part, the diploma thesis continues with applying quantitative content analysis in the selected time range of 1996-2019. The subject of this diploma thesis is the Intelligence Services of the Czech Republic and their Role in the Fight against Terrorism. Intelligence services in the fight against terrorism play a key role in the nature of their activities. Determining relevant intelligence powers is very important for the effective performance of intelligence services in the fight against terrorism. The issue of the powers of Czech intelligence services in the fight against terrorism appears as a leading topic of security and current political discussions. The main part of the thesis is focused on the powers of Czech intelligence services in the fight against terrorism from terrorist attacks September 11, 2001, and the development of the intelligence services of the Czech Republic from 2001 to 2018 is mapped through a qualitative thematic analysis of mainly legislative documents.
SOCMINT - opportunities and challenges for security community

SOCMINT, or Social Media Intelligence has recently become focus of security community and started to be increasingly favored intelligence gathering method. Apart from providing relevant information and its cost-effective use, main advantage is that the potential of this intelligence technique is very diverse. Due to the relatively public nature of social networks, SOCMINT was generally regarded as unproblematic. However, on closer examination, this intelligence method presents a number of risks. The interest it raised from intelligence and security services in such a short time has given way to a situation where the techniques used by SOCMINT have begun to develop without precise methodological, legal and ethical rules. If the intelligence community wants to use this tool in its full potential and without risking negative response to SOCMINT techniques from the society, a framework must be set up as soon as possible to keep SOCMINT within the proper limits. This thesis aims to examine what opportunities and challenges SOCMINT brings to security community and society and propose how to deal with them.

The purpose of this thesis will be to identify the failures and shortcomings of the US intelligence community which allowed the 9/11 terrorist attacks to take place, and analyze whether the subsequent Intelligence Reform and Terrorism Prevention Act of 2004 managed to address them appropriately. The paper will examine the development of intelligence practices in the USA, focusing on the failures that occurred before and during 9/11, and analyze the appositeness of the 2004 reform for fixing these failures and improving counter-terrorism measures in the US and internationally. Towards the end, it should provide answers to the following questions: Was the IRTPA a suitable response to 9/11? How did it affect the American intelligence community?
